Re:    Proposal to Eliminate Protections for Chaco Culture National Historical Park

Dear Secretary Burgum:

As former National Park leaders and current members of the Coalition to Protect America’s National Parks and the Association of National Park Rangers, we are writing to you today on behalf of nearly 6,000 collective members. Our members are former National Park Service (NPS) directors, regional directors, superintendents, resource specialists, park rangers, maintenance and administrative staff, and a full array of other former employees, volunteers, and supporters, with decades of national park management experience.

Many of us served the NPS at numerous units of the National Park Service throughout our careers, some of us at New Mexico’s Chaco Culture National Historical Park (NHP). This site holds incredible importance to Southwestern Tribes, our country’s history, and our greater understanding of humanity. We are deeply concerned for its long-term well-being and oppose the proposal to revoke Public Land Order (PLO) 7923, which serves to help protect Chaco Culture NHP and the surrounding landscape from the effects of oil and gas development.

First set-aside for protection by President Theodore Roosevelt in 1907, Chaco Culture NHP is the center-piece of one of most important cultural landscapes in the American Southwest, if not the entire country. The park’s expansion in 1928, and again in 1980, reflects the connection between the park and its 50,000 square miles of influence. Chaco Culture NHP protects the heart of the Chacoan culture, which shaped lifeways throughout the Four Corners area for hundreds of years. Thousands of visitors come to Chaco every year to admire Pueblo Bonito and hike the rugged trail to Pueblo Alto on the mesa-top. It is there, at Pueblo Alto, where ancient roads converge that were built and traveled by the ancestors of modern-day Pueblos and Tribes, that visitors truly get a feel for what Chaco was like over a thousand years ago.

Unfortunately, nearby oil and gas development threatens this profound experience. Natural and cultural resources that continue to tell the Chacoan story are at risk of desecration. The night skies that provided the blue-print for the Chacoan architecture are dimmed by flaring and industrial light sources. As of 2023, BLM had already leased over 90% of the federal lands surrounding Chaco for drilling, and oil and gas companies had drilled more than 37,000 wells in the area and built a sprawling network of roads – 15,000 miles – five times longer than the distance from Los Angeles to New York.

We know what the prioritization of industry over these values has done to the cultural fabric of northwestern New Mexico. Long stretches of the Great North Road, a ceremonial feature built by the Chacoan people that once connected Chaco Canyon to settlements near present-day Farmington, have been converted to oil and gas access roads or lost to development. Once remote cultural features, like Pierre’s Site – a federally-managed component of the Chaco Culture World Heritage Site – are now surrounded by wells and access roads. Not only is this incredibly damaging to cultural settings and traditional cultural values that many Pueblos and Tribes ascribe to places like Pierre’s, but it also enables looting and pot-hunting, which remain a chronic problem on our under-funded and under-staffed public lands.

As stewards of our nation’s history, we characterize Chaco as a place of ongoing revelation. Whenever we lose a site in the Chaco region, we all lose the opportunity to add to our knowledge of the past.

The withdrawal was long-overdue and meant that, at least for twenty years, the landscape surrounding and immediately bordering Chaco Canyon would be spared additional harms. The viewshed from Pueblo Alto and other publicly-accessible sites would retain its prehistoric feel. And the thousands of cultural features outside of the park, particularly on lands managed by the Bureau of Land Management, would be protected from additional harmful development and shielded from looting.

For all of these reasons, we respectfully request that you cancel the proposed revocation of PLO 7923, protect the withdrawal of energy development near this park, and follow-through on your department’s prior commitment to protecting this one-of-a-kind landscape.
