The purpose of this letter is to submit comments on the proposed rule to amend the Seashore’s 2012 special regulations for ORV management found at 36 CFR § 7.58 (c). While some aspects of the proposed changes seem to be adequately justified, we are concerned that other aspects of the proposal are not adequately explained nor justified. The National Defense Authorization Act of 2015 included a rider that required NPS to consider a variety of changes to the 2012 final rule for off-road vehicle (ORV) management at Cape Hatteras National Seashore. The purpose of this letter is to submit scoping comments on the planning newsletter for the Environmental Assessment for Consideration of Changes to Final Rule for Off-Road Vehicle Management (EA). NPS is considering changes to the Final Rule as required by Section 3057(c) of the National Defense Authorization Act of Fiscal Year 2015. While we understand it was not an NPS choice to consider revisions to the Final Rule so soon after it was promulgated, we do have a number of concerns and comments.
